The Hard Numbers: Quotas and Daily Limits

Meta limits how many unique users you can message in a rolling 24-hour window. This is called your messaging limit. Every new WhatsApp Business API account starts at a specific tier and must earn its way up. You cannot buy your way into a higher tier.

Meta charges different rates depending on the country code of the recipient and the category of the message. If you are based in Pakistan but message a customer in India, you pay India rates.

Meta categorizes business-initiated messages into three types:

  • Marketing: Promos, offers, discount codes, and abandoned cart reminders. These are the most expensive.
  • Utility: Order confirmations, shipping updates, monthly bills, and appointment reminders. These are significantly cheaper.
  • Authentication: One-time passwords (OTPs) and verification codes.

You submit templates through your Meta Business Manager or your API provider. A machine learning algorithm reviews them. This process usually takes under two minutes, though manual reviews can take up to 24 hours.

What Meta Rejects Immediately

Meta will reject your templates if you try to sneak in forbidden content. Common rejection triggers include:

  • Using vague placeholders like "Hello {{1}}, your {{2}} is ready." Meta needs to see context. A valid template looks like: "Hello {{1}}, your order number {{2}} is ready for pickup."
  • Including spelling mistakes or grammatically incorrect sentences.
  • Templates that promote gambling, adult services, alcohol, or pharmaceutical drugs.
  • Using threatening or aggressive language for debt collection.

The Quality Rating Trap

Even if Meta approves your template, your customers hold the real power. When a user receives an unwanted bulk message, WhatsApp gives them three clear options: Block, Report, or Add to Contacts.

If more than roughly 2% to 3% of your recipients block or report your message within a short window, your template quality rating drops from Green (Active) to Yellow (Warning) and finally to Red (Suspended).   1. Prepare your phone number: This number must be able to receive an SMS or voice call for verification. It cannot be active on the standard WhatsApp or WhatsApp Business mobile apps. If it is, you must delete those accounts first.
  2. Create a Meta Developer App: Go to the Meta for Developers portal, create a business app, and add the WhatsApp product to it. This links your phone number to Meta's Cloud API.

Never send without explicit opt-in. Your customers must know they are going to receive messages from you on WhatsApp. Use a checkbox on your website checkout page or ask them during signup.
